1. In 2-quart saucepan, melt the 1/4 cup margarine over low heat. Stir in flour and salt. Add milk, stirring until smooth. Increase heat to medium and cook until mixture boil, stirring constantly. Continue cooking and stirring 1 minute longer. Add cheese, stirring until melted. Remove from heat.
2. In small bowl, combine KELLOGG'S CORN FLAKES cereal, the 2 tablespoons margarine and garlic powder. Set aside.
3. Cook vegetables according to package directions, until crisp-tender. Drain thoroughly. Combine hot vegetables and 2 cups of the cheese sauce. Spread evenly in shallow 1 1/2-quart casserole dish. Sprinkle with cereal mixture.
4. Bake at 350° F about 30 minutes or until thoroughly heated and cereal is golden brown. Serve hot.
